This report is the third and last in a series about a Chechen incursion into Dagestan in 1999. It analyzes the Russian troops’ operation against Chechen illegal armed formations during the second invasion of Dagestan on 5 September 1999 and the preliminary measures taken by the federal forces immediately prior to their armed intervention into Chechnya in the period of late September-early October 1999.
