This report argues that the Kyoto Protocol is likely to achieve very little in the quest to address the problem of climate change. The author states that the Kyoto Protocol is so badly constructed that it has set back the quest for sensible and effective policy responses to climate change by at least a decade. He outlines requirements for a global response to climate change, describes the progress made so far in developing policy, outlines the flaws in the current Kyoto approach, and presents an alternative.
