This paper assesses the UN’s activities in Asia and the behavior of Asian states at the UN. The author reviews the current positions of China, India and Japan toward the UN, previews the September 2005 World Summit on UN reform, and examines the prospects for an Asian secretary-general. He argues that the historical tension in the relationship is reflected in contemporary reform discussions, with Asian states more focused on Security Council reform than on those reforms that involve the UN more in Asian security issues.
