This paper reviews the historic roles played by the 1899 and 1907 Hague Peace Conferences in articulating what was (and is) permissible in war. While performing this task, the text’s author 1) summarizes the form and substance of each conference; 2) identifies the reasons why they were moderately successful; and 3) gauges the continued relevancy of these humanitarian milestones over a century later.
