This report analyzes the existing system of policing in Pakistan, identifying flaws and proposing tangible ways of reform under the new civilian dispensation. It examines police functioning and service conditions and assesses the force’s ability and potential to maintain law and order, counter growing extremist violence and eliminate terrorist threats to the state, Pakistan’s neighborhood and beyond. The paper argues that the police reform must be accompanied by a new mindset, particularly on the part of the political executive.
