This report looks at UN Secretary-General António Guterres’s reform agenda for UN peace and security operations. More specifically, it ask whether this agenda can help bring about the strategic shifts within the UN that were called for by the High-Level Independent Panel on Peace Operations (HIPPO) in 2015. The text’s authors also review the five parallel streams of UN reform related to peace operations presented to date, which include 1) the renewed focus on prevention and sustaining peace; 2) the creation of a new UN Office of Counter-Terrorism; 3) the reform of the UN development system; 4) the restructuring of the peace and security architecture; and 5) organization-wide management reform.
