This paper explores the attempts by Russian elites to foster and institutionalize a collective belief in conservative nationalism within the country. In order to promote this jingoistic narrative of shared morality and patriotism, the Putin regime has emphasized 1) the existence of a dominant, united Russian nation; 2) a shared, common history of the Russian people as perpetual victors; 3) ethnic cohesion in a multi-ethnic state; and 4) a homogenous belief in traditional values.
