This paper sets out the principles and practices of UK colonial and other forms of overseas governance. It also summarizes the development of the UK's military doctrine for counterinsurgency. The author examines the UK's experience from the past and draws on this background to establish practices and principles relevant to the conditions of the present day. He concludes that the critical factor in application of the UK or any other counterinsurgency model is ownership of the campaign.
