This paper explores the relations between police corruption and the welfare-shaping processes in poor and semi-poor countries. It examines how and why corruption may arise in the daily routines of police and whether it may have impact on crime rates. The authors test empirical indications of whether police may be more corrupt than other groups of public officials and look at how and why police corruption may vary across countries. They also assess the wider impact of police corruption on development.
