This report analyzes the possibilities and practicalities of managing the Kashmir conflict by softening the Line of Control to allow the easy movement of people, goods and services. It draws on the results of a survey of stakeholders and public opinion on both sides of the LoC. It comments on the need for an attitude change, identifies steps toward making borders irrelevant and discusses the liberalization of the travel regime. The authors suggest to first pursue short-term measures that have a prospect of immediate success, such as the relaxation in travel arrangements.
