It places emphasis on presenting specific arms control and disarmament instruments and on explaining relevant terminology. The handbook situates these instruments into appropriate context so that the reader may gain a better understanding of the issues involved. The lexicon addresses the political controversies which surround many of the topics discussed from a factual point of view.
