This paper discusses the EU's external energy policy. The author argues that in order for such a policy to be affected, two preconditions need to be met: achieving genuine coherence between the relatively well-developed internal and the underdeveloped external aspects of energy policy, and overcoming national discrepancies to allow member states to internalize community objectives and interests. The author also offers recommendations on how to reach these goals.
