This report briefly summarizes the results of a project on exploring the limits of progress in the development and use of peace operations. Topics examined include the scope of UN and non-UN peace operations; the nature of the relationship between the UN and other organizations involved in peacekeeping; and the factors that affect global troop capacity for peace operations, including the characteristics of troop contributors.
