This publication addresses the efforts of Mongolian Prime Minister Sanjaagiin Bayar in overcoming opposition within his own party, the former communist Mongolian People's Revolutionary Party (MPRP) for the creation of a coalition and the splitting of the governing portfolios. The author argues that Bayar correctly realized that the polarization of the June 2008 election called for efforts to transcend party parochialism.
