This working paper provides conclusions and recommendations regarding policies to be implemented by governments interested in favoring the success of a democratic transformation of the Cuban regime. The author argues that the wave of democratization in Cuba is inevitable and asks when the Cuban people will be able to live in democracy. The paper concludes that the possibility of getting an answer depends on the quickness with which guarantees are provided to the effect that the independence of Cuba is not under discussion. The author explains however that the independence of Cuba can implode if there are delays in the process of democratization.
