This paper scrutinizes Russian plans to reform its armed services by halving the term of conscription from two to one years. It argues demographic realities suggest there will be insufficient candidates to fill the gap. The author argues the timing of the change-over to one-year conscription threatens major disruption and upheaval in the armed forces, at or around the time of the 2008 presidential election.
