This paper examines Russia's reform agenda for its armed forces. It argues rights abuses continue and are unlikely to be redressed by switching to a one-year conscription platform. Nevertheless, Russian servicemen have seen their conditions and pay improve significantly. The author argues moreover that the Russian armed forces are not adapting fast enough to the challenges of recruiting professional servicemen.
