This paper investigates the potential energy shortfalls Russia faces as gas and electricity production is stagnating while consumption is rising. The Russian government has realized the problem and is attempting to address the shortfall, focusing on reducing domestic consumption of gas and replacing it with coal. However, the author argues this shift is likely to face opposition and still requires significant investment, policy reform and time. The author additionally discusses the implications for Europe should Russia make signification changes to its energy portfolio.
