This paper explores the increased outsourcing of humanitarian and development services in conflict and post-conflict settings to private, profit-seeking companies. It assesses the ability of governments to monitor and control private contractors and discusses the relevance of preserving a space for traditional humanitarian actors in post-conflict reconstruction and state-building processes. The author argues that the control, accountability and transparency dimension of this kind of outsourcing must be taken more seriously into account.
