This paper 1) describes why Russia continues to see the Balkans region as both a sphere of influence and a buffer zone, and 2) contends that Moscow is deliberately trying to destabilize Bosnia-Herzegovina and Moldova, primarily via the problematic Republika Srpska and Transdniestria, in order to impede the two countries from potentially joining NATO.
