Based on field research that was conducted between December 2014 and April 2015, this report traces 1) the deregulation and privatization that have occurred in Karachi’s land, manufacturing, and transport sector; 2) whether this trend has contributed to, or been impacted by, greater levels of crime and violence; 3) the underlying roles of ethnicization and state policy on the levels of instability observed in Karachi; and 4) the policy directions the Pakistani state could take to reassert greater control over the city, including providing low-cost housing and urban transport.
