This publication discusses energy security between Russia and the EU with particular reference to oil. The author argues that European fears of oil exports being used as a political lever may result in an energy security dilemma as each side seeks to diversify their import/export requirements. The publication concludes that Russia is more reliant on oil revenues from the EU than vice-versa because of its limited ability to bring oil to markets beyond Europe.
