This publication discusses the force structure of the Russian military establishment and the need to reform its defense posture. The author argues that the emphasis on military means as an instrument of security policy is likely to remain Russia's key policy principle. He concludes that internal socio-economic problems are the most complicated and urgent challenge facing Russia but warns that applying the traditional military approach to domestic problems could be problematic.
