Aug 2004

This publication looks at the consequences of the EU enlargement on the strategic partnership between Brussels and Moscow. The author argues that this partnership has an ambivalent nature due to deep misunderstandings and that each side has a limited number of strategic choices. The publication concludes that regardless of these choices, forthcoming elections in Ukraine will test the partnership considerably.
