This publication examines the legislative changes enacted by the Russian President Vladimir Putin after hostages were held captive at a school in Belsan, North Ossetia-Alania. The author argues that this incident has allowed Putin to change the political system in order to centralize control. The publication concludes that further moves in Russia may include constitutional changes so that Putin can run for a third term.
