This publication focuses on the possibility of conducting joint peacekeeping operations by the Commonwealth of Independent States, the OSCE, the EU and NATO. It argues that despite the very real differences between these organizations, training and cooperating together is possible, and that the troubled NATO-Russia Council might serve as an appropriate forum for developing such practices.
