This publication discusses the political and security policy changes introduced as a result of the school hostage crisis that took place in Belsan, North Ossetia-Alania during 2004. The author argues that the tragedy is comparable to the attacks of 11 September 2001, particularly in respect of changes to Russia's defense posture. He concludes that Russia's allies should not be alarmed by radical legal and security reforms but that the country's methods of combating terrorism may complicate relations with other countries.
