This publication discusses a power struggle between the Russian defense minister and chief of the General Staff (CGS) over who should control development of the armed forces. The author argues that since 1997 the CGS has gained increasing day-to-day running of the armed forces and has political ambitions to become defense minister. The author concludes that President Vladimir Putin is content to let the two men fight it out.
