This publication examines the risk of terrorism in the Russian Federation and divides the threat into three types: social, nationalist/ethno-separatist and religious. The author argues that the Russian government has concentrated on Chechen terrorism which it sees as a mixture of all three. The author concludes that the need to counter the threat posed by terrorism runs the risk of weakening the structures of Russian democracy.
