This publication examines the bilateral relationship between Russia and Japan in terms of each state’s economic, political and security cooperation. The author argues that the ongoing territorial dispute over the Kurile Islands will remain a point of contention until a permanent peace treaty is signed. He concludes that attempts to separate this issue from other areas of potential cooperation are unlikely to succeed although relations between the two states are likely to remain cordial.
