This publication examines the concept of the axis of evil from a Russian perspective which it sees as an inaccurate, unhelpful and reminiscent of Cold War thinking. The author presents the views of Russian policymakers who oppose the use of force in international relations without UN authorization. He concludes that although Russia dislikes the concept, it is unable to offer an effective counter to US actions and therefore will not permit its opposition to risk any serious rupture in diplomatic relations with Washington.
