This publication examines the period of transition undergone by Russian ground forces since the collapse of the Soviet Union and the country's inability to implement meaningful reform. The author argues that the military leadership's fixation with the Soviet past, rampant corruption, theft of military equipment and abuses of power within the general staff and officer corps is seriously undermining combat effectiveness. The publication concludes that if this trend continues, Russia faces a possible collapse of the military system.
