This publication examines the military doctrine of Russian ground forces who have become involved in counterinsurgency and peace support operations. The author argues that military strategists have only just begun to address the problems associated with operations other than war, indicating a departure from their Cold War mentality. The publication concludes that conceptual confusion remains a significant obstacle to development of a coherent counterinsurgency doctrine.
