This publication examines the political and military rationale behind Russian President Vladimir Putin's decision to reintroduce the Ground Forces High Command as part of military modernization. The author argues that reforms toward a structure based on conscription to one of professionalism are designed to enhance combat readiness while recognizing the historical role of Russian ground forces. The author concludes that the discourse on reform does not reflect the reality of substantive progress illustrated by the relative ineffectiveness of its forces in Chechnya.
