This publication discusses the development and architecture of the Federal Border Guard Service (FPS) which replaced Soviet border guard structures after the break up of the Soviet Union. The author argues that the emergence of the FPS serving the Russian Federation is one of the least known episodes in the history of Russia's power structures, particularly considering that the country has the world's longest border. He concludes that Russia cannot afford to incorporate FPS into its defense system and that this organization faces growing security challenges.
