This publication examines the process of reform undertaken within the Russian Air Force (VVS) since the collapse of the Soviet Union. The author argues that a lack of financial resources has seriously undermined VVS readiness and force projection capabilities. He concludes that military commanders recognize that future conflicts involve the use of air power but that a modern and technically proficient air force is not likely to emerge in Russia until 2020.
