This publication discusses the challenges faced by Russian President Vladimir Putin in his efforts to reform and modernize the army in order to deal with new and emerging threats. The author argues that problems associated with force structure, the technology gap and establishing professionalism over conscription have been met with resistance. She concludes that the growing gap between resources and efficiency of Russian forces in comparison with the West will convince the Russian General Staff of the need to implement rapid change.
