This publication examines Russia's changing relationship with Europe and the US from Soviet Premier Leonid Brezhnev to Russian President Vladimir Putin. The author argues that Moscow's alignment with the US, NATO and the EU has been more marked since Putin became president. The paper concludes that since the start of the war on terror, Russia has seen an opportunity to become the co-organizer of a new world order and its pursuit of foreign policy, particularly with the EU, will reflect this attitude.
