This publication discusses the unease felt by Russian policymakers as to its post-communist role in the international system. The author argues that Moscow's self perception as a great power is not borne out by her efforts to develop strategic relations with the US and China. He concludes that as a consequence Russia fears being marginalized unless progress can be made with the EU as an alternative strategic partner and effective counterweight to US hegemony.
