This publication examines the decline in operational capability and readiness of the Russian Navy. The author argues that naval planners are guilty of strategic escapism. The sinking of the Kursk in August 2000 demonstrated that the Russian navy was in no condition to be at sea and underlined the need for a more realistic approach to naval doctrine. The publication concludes that relations between civilian naval experts and military planners have been reduced to a dialogue between the commander in chief and President Vladimir Putin.
