This publication examines Russian President Vladimir Putin's relationship with the special services and outlines their immediate tasks. The author argues that combating international terrorism and organized crime will remain the special services' top priority but that new guidelines, training and improved methods of processing information are also necessary. The publication concludes that the special services will require several years of generous financing to compensate for a lack of funding during the early 1990s.
