This publication examines the history, organizational and structural changes that have taken place within Russia's Strategic Rocket Forces (RVSN) since 1991. The author argues that Moscow would not be able command the respect it does without the presence of the world's second largest missile fleet. He concludes that Russian military strategists believe that were it not for its nuclear arsenal, Russia would be involved in many more conflict situations than it is. This publication does not discuss the technical nature of the RSVN (number of silos, missile types, etc).
