This publication examines the internal crisis facing Russia’s strategic nuclear and conventional armed forces. The author argues that a lack of financial resources has led to increased corruption, criminal behavior and a lowering of the nuclear threshold due to the poor performance and efficiency of conventional forces. The publication concludes that a revolution in military reforms cannot wait forever in Russia because much of its strategic nuclear forces have reached the end of their warranty life and their significance will continue to decline, particularly as competition over defense spending in other areas increases.
