This publication discusses the political and diplomatic reaction in Russia to the 11 September 2001 terrorist attacks against the US. The authors argue that encouraging Russian cooperation in the fight against international terrorism would enhance the effectiveness and legitimacy of US and NATO actions. They conclude that Russia has influence and capabilities in Central Asia and elsewhere which are better capitalized upon than obstructed.
