This publication discusses the background, experience, opinions and promotion of S B Ivanov to the position of Russia's defense minister by President Vladimir Putin. The author argues that his nomination signals Putin's readiness to begin a major overhaul of the Ministry of Defense and helps to explain the promotion of others whom Ivanov will be working with. The publication concludes that due to his introduction of the Information Security Doctrine, Ivanov can expect a less than friendly welcome from certain sections of the Russian media.
