This publication discusses the structure and function of the key organs of state power in the Russian political system. The author describes bureaucratic reforms within each of these power bases which have facilitated greater support and oversight for Russian President Vladimir Putin. The publication concludes that enhancing control of the federal center over Russia's 89 regions has been on of the main features of Putin's presidency.
