This publication examines changes to the political and diplomatic relations of Russia with the US and Western Europe since 11 September 2001. The author argues that the attacks may well have long lasting effects on the nature of the international system and Russia's place in it. The publication concludes that constraints on Russia's ability to act in the international arena since the collapse of its economic and military power could be reversed by the events of 11 September 2001.
