This publication examines the history, development and leadership of the Ministry of Internal Affairs (MVD) in the Russian Federation. The author argues that in contrast to the Soviet period, MVD growth and influence in the 1990s has been considerable. He discusses the structure of the central apparatus in detail and outlines the MVD's role in the Chechen separatist conflicts. The publication concludes that the MVD faces numerous challenges to its operational effectiveness particularly due to Russia's economic problems.
