This publication discusses the legal, political and institutional battles that took place in the post-Soviet period in establishing the Federal Security Service of the Russian Federation. The author argues that since reforms introduced by President Boris Yeltsin, Russia's biggest security threats are corrupt politicians and state officials, criminal organizations, domestic and foreign terrorists and the drug trade. The publication concludes that contacts with foreigners will be monitored more closely, the foreign diplomatic, business and media community will find itself on a shorter leash and the attitude toward all foreigners could become distant and on occasion hostile.
