This publication examines the nature of democracy under the Russian President Vladimir Putin. The author argues that the political system is a hybrid combining elements of authoritarianism with elements of representative democracy. He concludes that Putin's use of the Chechen conflict to propel himself to power indicates the potential ruthlessness of his leadership, and a resort to more authoritarian methods should not be ruled out.
